Fowler is responsible for launching the award winning TALX I-9 service which allows the Form I-9, Employment Eligibility Verification, to be completed online. TALX I-9 service also measures I-9 compliance for TALX clients who subscribe to The Work Number, the TALX employment verification service.
APA's Immigration Subcommittee underscores the significant role payroll professionals play in ensuring that employees are eligible to work in the U.S. The subcommittee examines requirements, provides suggestions, and makes recommendations to the U.S. Citizenship and Immigration Services (USCIS) and Immigration and Customs Enforcement (ICE), both agencies of the U.S. Department of Homeland Security. APA's Immigration Subcommittee partners with agency representatives to minimize the employer burden and improve national security. Mr. Fowler works closely with DHS to ensure open dialogue, compliance and change management.
Comments Scott Mezistrano, CPP, Senior Manager of Government Relations, "Employment is a primary immigration magnet. Today's payroll professionals are an integral part of ensuring employment eligibility, verification and I-9 compliance. We are delighted to have a professional of Dave's caliber and industry insight leading this strategic effort. His relationships with DHS and other agencies will allow us to not only keep pace with the increasing change, but to effect appropriate change going forward."

-- Make recommendations which will improve communications with employers, increase compliance and limit employer liability.
